The University of North Carolina was chartered by the state's General Assembly in 1789. Its first student was admitted in 1795. The governing body of the University, from its founding until 1932, was a forty-member Board of Trustees elected by the General Assembly. The English Composition Committee was created in 1918 to examine the problem of "illiteracy" at the university, "especially as it reflects itself in the habitual use of poorly written English." The committee established a program under which students deemed deficient in writing were given grades with a composition condition (or CC) attached.
